障害者の費用負担１割に 自立支援法案を可決

障害者への福祉サービスを一元化し、同時に障害者に費用の１割負担を求める障害者自立支援法案が１３日、衆院厚生労働委員会で自民、公明両党の賛成多数で可決された。週内にも開かれる衆院本会議で可決、参院に送付される。参院の審議が順調に進めば今国会で成立する見通し。来年１月から順次施行される。
負担増との批判を受けた与党が一部修正し、精神障害者通院費の１割負担への引き上げ（現行は５％負担）などの実施時期は、今年１０月から来年１月に延期された。
同法案は、これまで身体、知的、精神の障害種別ごとに分かれていたサービス体系を一元化。市町村が運営する在宅サービスに対する国の財政負担を義務化し財政の安定を図る。また、障害者に原則１割、最高で月額４万２００円を上限とする自己負担を求め、施設・通所サービスでの食費、光熱水費は実費負担とする。低所得者については負担軽減策をとる。
